Processes payment on behalf of a patient considered to be a “Birth Tourist”, an “Uninsured Documented Resident of Alberta” or an “Uninsured Undocumented Resident of Alberta”.
A Birth Tourist is someone who comes to Alberta from outside Canada to give birth with no long-term intention to stay and does not have provincial health insurance issued by Alberta or any other Canadian Province.
An Uninsured Documented Resident of Alberta is a legal immigrant to Canada, including those on a temporary work VISA or student VISA, who has resided in the province for at least 12 months and whose provincial health insurance coverage has lapsed.
An Uninsured Undocumented Resident of Alberta, is a person who has resided in the province for at least 12 months and does not have provincial health insurance coverage.
The above policies were implemented in 2019 and this led to the creation of a Central Triage process. This Central Triage model collects payment on behalf of Alberta physicians and has been adopted by jurisdictions across Alberta.
In 2022, Medi-Com Consulting Inc., who has over 30 years’ experience providing billing services to Alberta physicians, was contracted to collect fees. In January 2025, Medi-Com Consulting Inc. was renamed ‘Alberta Zone Inc.’
We are responsible for collecting the required documents, along with collecting an upfront deposit to cover physician fees incurred during the patient’s pregnancy. Any unused portion of the deposit is then refunded to the patient.
BIRTH TOURIST PLEASE NOTE:
• Birth Tourist fees are consistent across the entire province of Alberta.
• Birth Tourist fees will be increased if payment is not made prior to delivery.
• Collection Agency or Canada Border Services will be notified if payment is not made.
REFUGEES with official documentation from Immigration, Refugee an Citizenship Canada (IRCC) are to be processed by the physician providing services. The physician would invoice IFHP (Interim Federal Health Program) directly through Medavie Blue Cross. Refugees are NOT processed through the Birth Tourist Program in Alberta.
